George Washington did not say this to Adams. Adams wrote this in a letter to his wife Abigail in a 1979 letter where he recounted the transfer of power in congress. He said he thought this was what Washington would have said if he had spoken openly about the day because his mood was so joyous. "He Seem'd to me to enjoy a Tryumph over me.
