I think there's been a missed opportunity here for the US, we never fully committed or backed the inter Korean peace process, there would have been some real benefits for us if we did so but essentially what happened is the North Koreans split negotiations into two separate tracks and kind of played us off each other.

Though the President Obama administration sporadically tried to restart negotiations, there was never discussion of a presidential summit. The Obama administration would have been very much out of keeping with policy. Past administrations would not have considered a presidential summit before a major accomplishment had been made, and more likely at the end of a disarmament process, the president( Donald Trump) has invented this idea out of thin air for reasons passing understanding. If he's trying to argue that Kim Jong Un likes Kim Jong more, I for one can't understand why he would take pride in that.

It's a very delicate time for negotiations, north Korea has incentives not to alarm or shock this administration too. I think most observers expect them to avoid assertive or surprising or shocking signals along those lines.

This approach is clearly a dead end. There are no indications that North Korea is interested in returning to the world of 'fire and fury', the concern now is the president's reaction. Will he calculate that he stands to gain more domestically with returning to threats? Does he want to distract from domestic political or legal problems? All of those things could have volatile results.

If the handshake is the start of a process that can transform North Korea and North Korea relationship with the outside world, it was necessary, but it is an image that will be seen by the relatives of North Korean political prisoners, defectors who escaped to freedom, despots around the world considering their own nuclear programs. It is an image that can never be taken back.

Kim Jong Un's speech was a statement of his nation's nuclear weapons policy. In some ways, it was the opposite of a promise to denuclearize, pyongyang is essentially trying to play for time. They will be looking for ways to distract attention from nuclear disarmament or to stall out negotiations.
