Our youth justice system has not been reformed since the early days of Tony Blair in which we made a commitment to reduce the number of young people in the youth justice system and in prison. And we managed to do that, but what we did not reduce are the amount of Black and Minority Ethnic young people in the system. That has grown and grown and grown.
