Most of the sanctions programs were formulated during the junta years and the dynamics and the situation, for which there has been a lot of progress – although still a lot of problems – have changed since then, sanctions are an important tool, but its leverage is quite limited, and the scope of the previous sanctions would not provide much leverage in deterring military behavior currently.
