There's no question that there's a limit to what they can do without changes from Congress. The question is how realistic are the President's expectations ? Is he expecting them to solve this problem or is he expecting them to make some progress so that he can then go to the public and to Congress and say Congress has to do its part too ? that's kind of up to the President. Mark Krikorian
