When the Department of Justice just swings wildly from administration to administration -- Justice Department doesn't have any consistency and coherency in the way that Justice Department approaches cases, criminal and civil -- I think that just destroys any confidence that Justice Department is actually exercising good judgment and discretion within the rule of law.
