They were both found wrapped in clear plastic.

Says here they were dead only a few hours before they were found. And that's not long enough for the elements to have made them that pale.

Well it might be utilitarian. He needs them alive so they can pump out the blood themselves.

Draining a body like that is extremely hard to do. Once the heart stops pumping, it's difficult to continue to extract the blood.
