Dan Stark:
No, no, no, no. The idea is, is that you got to stop the small crimes before they become the big crimes. That's why it's called the broken-door theory, because it's a doorway to them. What we do here, it's, it's important.

Jack Bailey:
No, it is the broken-window theory, right? Nowhere in that theory does it state that two detectives should run around investigating victimless crimes.

Dan Stark:
There's always a victim. You just got to look behind the broken door.
