Tyler Lockwood has to kill someone to activate his curse. He's not a werewolf yet.

Damon Salvatore:
[Sarcastically] Wow, fascinating. Not enough. [Tries to close the door again on Jeremy, but Jeremy pushes it open]

Jeremy Gilbert:
But Mason Lockwood is, and he's looking for a moonstone. A special rock connected to the werwolf legend. That's why he's here.

Damon Salvatore:
A moonstone?

Jeremy Gilbert:
And I know where it is.

Damon Salvatore:
And you're bringing me this, why?
