If they're such an immature society, why don't we simply reprogram them?

Beka:
Reprogram them?

Rommie:
Yes, within minutes I could update their technology by at least a thousand years.

Dylan:
[alluding to Adam Smith] Yeah, uh huh, I'm afraid that would be a bit overwhelming. It's a little hard to upgrade their hearts or their minds. Unfortunately that takes time and the guidance of an invisible hand.

Beka:
Guidance? Dylan, you make them sound like children.

Dylan:
Well they are children. [Beka looks at him] For the most part they have no idea how dangerous the universe is.

Beka:
Then it's the universe that needs to be reprogrammed.
