Russian Ambassador:

Bartlet:
Well, I am concerned with the welfare of the Russian people, but that's not what they pay me for. You guys fall asleep at the switch in Minsk, and I've got a whole hemisphere hiding under the bed. How do you not tell us this is going on? How do you not ask us for help?

Russian Ambassador:

Bartlet:
