The man leading the Ghosts is Damien Darhk.

Laurel Lance:
Darhk left Star City months ago. Why would he come back?

John Diggle:
Did Ra's tell you anything about Darhk that would give us any idea about his agenda?

Oliver Queen:
He said that Damien Darhk had a hive of operatives at his disposal.

John Diggle:
Hive. That was the exact word he used?

Oliver Queen:
