The victim shows signs of alcohol intoxication. So, likely drunk he climbed on the barrier and fell

Lucas Wahl:
Well, why aren't his hands wrinkled?

Dr. Harold Washington:

Lucas Wahl:

Dr. Harold Washington:

Jo Martinez:
